NYC Weather. The temperature highs will be in the high 50's on Friday, the high 30's on Saturday and the mid 40's on Sunday and Monday. The temperature lows will be in the low to mid 30's all weekend. No precipitation is in the forecast. The humidity will be in the 60% range on Friday, the 50% range on Saturday, the 40% range on Sunday and Monday. Brief History of Martin Luther King Holiday in NYC
Martin Luther King, Jr. was a Baptist Minister who became the leading voice for African Americans' non-violent civil rights movement beginning in the mid 1950's through to his assassination in 1968. In 1983, the third Monday of every year was set aside to honor Martin Luther King for his service to the nation. The third Monday was chosen, as it was the nearest Monday to the anniversary of King's birthday, which was January 15, 1929.
Martin Luther King Day has grown to take on an even larger meaning, as it is oftentimes referred to as a day on, versus a day off. Organizations around the city and nation have used the day to call people into action to address the needs of the community through volunteering and service.
As Martin Luther King Day is a national holiday, it's worth keeping in mind that many / most federal offices will be closed, along with a number of businesses.
Martin Luther King Holiday Special Events in the Staten Island NYC
There's an MLK Day event on Monday, January 16, 2023 at the Staten Island Children’s Museum in the Snug Harbor Cultural Center at 1000 Richmond Terrace on Staten Island. Some of the events are paid [from 9 am - 4 pm] and some are free with admission [from 11 am - 3.30 pm].

Snug Harbor Cultural Center at 1000 Richmond Terrace is open. As mentioned above, the Staten Island Children's Museum is open Martin Luther King Day. www.snug-harbor.org.
The Alice Austen House at 2 Hylan Blvd is open over the weekend between the hours of 11 am and 5 pm, but closed on Monday, Martin Luther King Day. They don't have any exhibit dedicated to the holiday as many Staten Island cultural institutions are fairly modest in size and scope. www.aliceausten.org.
The Jacques Marchais Tibetan Museum at 338 Lighthouse Avenue is open from 1 pm to 5 pm over the weekend, but closed Monday. They don't have any special exhibit dedicated to the holiday as many Staten Island cultural institutions are fairly modest in size and scope.
The Garibaldi Meucci Museumis located at 420 Tompkins Avenue in the Rosebank neighborhood of Staten Island.
The Lighthouse Museum at 200 The Promenade at Lighthouse Point in the St. George neighborhood - www.lighthousemuseum.org.
There's also the Staten Island Zoo at 614 Broadway in the Silver Lake neighborhood of Staten Island.

Snug Harbor Cultural Center at 1000 Richmond Terrace is open.
The St. George Theatre at 35 Hyatt Street in the St. George neighborhood doesn't have anything planned over the holiday weekend as many Staten Island cultural institutions are fairly modest in size and scope - and the winter is the off season. They offer a monthly movie series.
I didn't find anything for MLK Day at Staten Island CUNY and the St. John's University Extension this year 2023.

Staten Island Historic Sites, Historical Societies & Museums
Historic Richmond Town dates back to the mid 1800's as well as into Colonial times. They are open every weekend, but their thrust is Colonial America so they don't have much by way of themed events related to Martin Luther King.
The Conference House is where the Americans, led by Benjamin Franklin, met with the British in an effort to pursue a negotiated settlement regarding taxation and personal liberties to avert the American Revolutionary War. Thankfully, they were unsuccessful. Like Historic Richmond Town, the thrust of this institution is colonial America and this is the off season.
Martin Luther King Day Weekend Shopping on Staten Island NYC

The Staten Island Mall, along with the shopping available at the Empire Outlets Mall at the Staten Island Ferry Terminal, are both good places to go shopping.
